OPERATION TORTILLA
                                                                                  
In September 2004, Mr. Larry Luerra, Past State Director of California LULAC initiated a
LULAC program to send authentic flour tortillas to our troops in Iraq and Kuwait involved in
Operation Iraqi Freedom.

The purpose of the initiative was to offer our Latino troops "a little taste of Mexican home
cooking."   As an Army veteran, who served in Alaska during the cold war, Larry remembered
being away from home and missing Mexican food--especially flour tortillas--during his tour.  
At this time there was little or no ethnic food being served in Army dining facilities.  

Larry enlisted the support of Gilberto (Gil) Flores, a Vietnam veteran, and also a past LULAC
State Director, to assist him in this program.  Gil promptly named the initiative "Operation
Tortilla" keeping in mind that the recipients of the tortillas were in a combat zone. Gil also
remembered that while serving in Vietnam and other overseas locations, tortillas were hard
to come by and were missed by the troops, including himself, who often yearned for a taste of
home.

Gil is serving as Treasurer of Operation Tortilla, and assisting Larry in fundraising efforts in
order to "airmail" the tortillas so they can arrive fresh and ready to heat up and serve.  The
tortillas are being personally mailed to troops whose addresses were provided to Larry by
mothers, family members and friends of the recipients.

Operation Tortilla has been a resounding success.  To date, more than 200 dozen tortillas
have been sent to our troops in Iraq and Kuwait.   Larry has received many letters and notes
of appreciation from the troops in the war zone.     Larry and Gil were interviewed by the
Orange County Excelsior newspaper (see above) on April 6th at the El Ranchito Market in
Westminster where  Larry makes his frequent pickup of fresh tortillas to send to the troops.  
The article was published in Spanish on April 8th, 2005.  

California LULAC is proud of what Larry and Gil have done with "Operation Tortilla," and
extends a salute to our troops involved in Iraqi Freedom. We thank the troops for their service
and sacrifice, and hope to see them safely home soon.
