Jacob Sandoval
Jacob Sandoval joined LULAC in 2017, He owns a small business in Salinas, CA. He has previously served as Deputy State Director and Treasurer on the CA LULAC board. Jacob served on his LULAC council in different roles as Vice President, Treasurer and Secretary. He is passionate about making positive change in the community and currently serves as School Board President for the Santa Rita Union School District, which is the same school district, he attended. He graduated from UC Santa Barbara with a Bachelor of Arts degree in Chicano(a) Studies in 2004.

Alyssa Mireles
Alyssa Mireles, joined LULAC in 2020. She is a first-generation graduate, with a Master of Public Health from San Diego State University. She has served as Deputy State Director for Young Adults and is currently Secretary for Oxnard Council #3147. She is an advocate for the Latino community, focusing on health, education, and civil rights. Committed to service, she aims to foster participation in LULAC and councils throughout California.

Jose Barrera
Jose Barrera is a dreamer from Michoacán Mexico. He’s the first in his family to graduate from college having studied at UC Davis, he uses his public affairs experience to focus on modern issues that affect Latinos from a grassroots perspective. Jose joined LULAC in high school, and has served in multiple roles, including the California LULAC Director for Young Adults and Deputy Director and State Director. As of 2024 he serves as Vice President at the National Board level.

Monica Andrade
Monica Andrade was born and raised in Salinas, California, and is the eldest of five children in a first-generation immigrant family from Guanajuato, Mexico. A proud United States Army veteran, she completed a tour in Iraq, an experience that strengthened her commitment to civic engagement, advocacy, and social justice. Monica is a full-time student, working mother, and dedicated community leader focused on advancing equity and opportunities for underserved communities. She serves as a Parent Educator for Door to Hope, supporting families and vulnerable populations throughout Monterey County. Her leadership and volunteer work center on creating safe, supportive environments for youth and families, particularly in Salinas and South Monterey County. Monica currently serves as Treasurer for Salinas LULAC Council #2055 and joined the California LULAC Board in 2025, where she continues advocating for youth empowerment and social equity.
CA Deputy Director for Young Adults
Nathan Castillo
Nathan Castillo, joined LULAC in 2022. He is dedicated to his community. He is pursuing a Baccalaureate of Science degree in Public Policy at Arizona State University, He serves as Vice President of Young Adults for LULAC's Oxnard Chapter #3187, and sits on the local foundation's board. He has interned as a policy intern for CA LULAC and served as the state’s Environmental Justice Liaison. He was honored as 2022 National Young Man of the Year and CA Young Man of the Year.

Arturo Torres
Arturo Torres Montiel, joined LULAC in 2016. He studied industrial engineering at the University of Guadalajara. Arturo launched an entrepreneurial journey with his children, forming the musical group “Los Malandrines,” which enjoyed notable success. They started 'Posada Con Los Malandrines,' donating a portion of tour earnings to buy toys, distributing over 150,000 toys to San Joaquin Valley children. He currently serves as President of CA LULAC Council #3273 and CA Deputy Director of Seniors.

Jazmin Guajardo
Jazmin Guajardo joined LULAC in 2018. She is a first-generation college student who recently graduated from CSU Channel Islands with a Bachelor of Science degree in Nursing and is currently pursuing a Master of Public Administration with a concentration in Healthcare Administration and Policy at CSU Dominguez Hills. She spends her time in Oxnard and Santa Paula, California. She is also an intern with the California Department of Public Health and a Health Justice Fellow with the Latino Coalition for a Healthy California. Jazmin currently serves as a 2024-2026 gubernatorial appointed Student Trustee to the California State University Board of Trustees for 22 CSU campuses with over 450,000 students. She is committed to serving our community through health, education, and policy in the fields of public health and higher education. Her work is centered on advancing equitable and compassionate health policies that reflect the needs of our communities.

Elizabet Zepeda
Elizabet holds a Baccalaureate degree from California State University, Monterey Bay. In recognition of her outstanding contributions, she was named LULAC Woman of the Year and received the 30th Assembly District California Peace Award in 2014. Elizabet also served as National Youth LULAC Vice President for the Farwest and as Deputy State Director for California LULAC. Committed to community service, she addresses the needs of vulnerable populations, including farm workers, low-income families, and immigrants. Elizabet is dedicated to assisting individuals with DACA renewals, citizenship, and rights education, significantly impacting her community.
CA Immigration Legal Advisor
Kelvin Rosado
Kelvin Rosado is an immigration attorney licensed in Maryland, Puerto Rico, and before the U.S. Immigration Courts nationwide. With over a decade of experience, he represents clients in removal defense, family-based, employment-based, and humanitarian immigration matters. His practice serves Los Angeles–Glendale, the San Francisco Bay Area, and Maryland. Before founding his firm in 2022, Mr. Rosado served as Managing Attorney at a multistate immigration law firm in Los Angeles and as Supervising Attorney at a nonprofit in the Baltimore–Washington, D.C. area, where he led and mentored attorneys. He is a frequent legal commentator on Univision, Telemundo, and Vision Latina, educating the community on immigrants’ rights. Mr. Rosado is a member of the American Immigration Lawyers Association (AILA).

Christian Contreras
Christian Contreras is an attorney, civil rights activist, and community leader, He has a law practice specializing in civil rights, business litigation, personal injury, and criminal defense. He is the principal of the Christian Contreras Firm, PLC, and a partner at Guizar, Henderson & Carrazco, LLP. Involved with Justice X, he serves on the boards of the East Los Angeles College Foundation, the Protesters Defense Alliance, and the Mexican American Bar Association (MABA). He is also general counsel for the Latino Coalition of Los Angeles and serves as California LULAC's state-wide legal advisor.

Anthony Noriega
Anthony Noriega is a dedicated community leader and advocate for the Latino community in California. He has served in various capacities within LULAC, working to advance the rights and interests of Mexican Americans. His commitment to public service and social justice has made him a respected figure in the community.
CA District 11 Director
Angel Galvez
Angel Galvez, has dedicated his career to native American healthcare. He holds a Master’s degree in Administration in Organizational Leadership from Fresno Pacific University and a baccalaureate degree in Criminology with an emphasis in Victimology from California State University Fresno. Tony began as Chief Operating Officer of the Tule River Indian Health Clinic and later became CEO of the Bakersfield American Indian Health Project. His leadership and education have led to significant achievements in Indian Health Services. Angel is married, has three children, and is actively involved in church, youth sports, and community activities.
CA District 12 Director
Francisco Lopez

Francisco Lopez has dedicated more than two decades to advancing educational equity, civic engagement, and community empowerment through the League of United Latin American Citizens (LULAC). His journey with LULAC Council #2895 Monterey began as a college scholarship recipient from 2005 to 2008. Additionally, he served as a Bilingual Community Liaison at Martin Luther King Jr. School, where he partnered with LULAC to strengthen parent engagement and help establish the English Learner Advisory Committee. This work resulted in him being awarded the 'Outstanding Community Service' award from the council. This led to Francisco becoming an official LULAC member in 2012 and continuing to advocate for students and families throughout the Monterey Peninsula. Elected Vice President in 2015, he led outreach initiatives including the Raíces Festival. He later served as Council President from 2017–2020 and again being re-elected in 2021, focusing on educational advocacy, scholarship fundraising, and community service. In 2026, he was appointed California LULAC District 12 Director.
CA District 17 Director
Dave Rodriguez
Dave Rodriguez, joined LULAC in 1983. He has served as National Vice President for five western states. Dave has been State Director in Arizona and California, and in various local offices. His political involvement began as a volunteer in Bobby Kennedy's 1968 Presidential Campaign. He later served in the Arizona House of Representatives and played a key role in electing Arizona's first Latino Governor. Dave has been honored with the LULAC National Cesar Chavez Award and the Othli Medal from Mexico. He spent 12 years on LULAC's National Board of Directors. He currently chairs the California LULAC Foundation.
CA Deputy Director for Military and Veteran Affairs
Felipe Nuno

Felipe Nuno was born in Guadalajara, Jalisco, Mexico. Attended elementary school, middle school, and 2 years of high school when he moved from Guadalajara to Modesto, California in 1978. Finished High School and attended College getting a BS in Biological Sciences from California State University Stanislaus. While in high school and college, Felipe worked as a farmworker in the fields of the central valley of California. Then, in 1983, he joined the United States Air Force. Master Sgt. Felipe Nuño served in the US Air Force and is a veteran of Operation Desert Storm in the Persian Gulf. He served as a First Sergeant assigned to the 349th Maintenance Group at Travis Air Force Base, California and he was only one of three instructors certified to teach diversity training in the United States for the AFRC (Air Force Reserve Command). He also served as the President of the LULAC (League of United Latin American Citizens Council) military chapter at Travis AFB. He retired after 33 years of service in September 1, 2016. An active member of the South Bay community in San Diego, California, he’s the past President of the District Advisory Committee for the Sweetwater Union High School District, and an active member and the primary representative for the District English Learner Advisory Committee (DELAC) at the San Ysidro School District. He also run as a candidate for the Sweetwater Union High School District Board of Trustees. (Area # 4). In addition, he’s the past Chairperson of the Otay Mesa Parks and Recreation Board and currently he serves on the board of directors for the Otay Mesa Planning Committee. He is currently the president of the San Diego Education LULAC Council # 3198. Also he is currently the elected California LULAC Deputy State Director for Military and Veteran Affairs.
